What the number actually is

Chlorine is added on purpose. It's your disinfectant.

Utilities add chlorine to kill bacteria and keep it dead all the way to your tap. A small "residual" amount stays in the water as a buffer against contamination in the pipes between the treatment plant and your kitchen. The question isn't whether chlorine should be there — it's whether the amount is in the right zone.

Is chlorine in tap water dangerous?

At the levels used for disinfection, no. The WHO's health-based guideline is 5 mg/L, and utilities typically target far less — around 0.2 to 0.5 mg/L at the point it reaches your tap. That's what keeps your water free of bacteria between the treatment plant and your kitchen.

Why does my tap water smell like a swimming pool?

That smell is chlorine, and some people can detect it at levels as low as 0.2 to 0.3 mg/L. It gets more noticeable and less pleasant above 1 to 2 mg/L. It's a taste and odor issue, not typically a health one at normal municipal levels.

What are disinfection byproducts?

When chlorine reacts with natural organic matter in water, it can form byproducts such as trihalomethanes (THMs). Regulators set limits on these separately from chlorine itself, which is part of why utilities try to use the minimum chlorine needed for effective disinfection.
